Underdress first, apron dress second, brooches third. The brooches are what hold the outfit together visually and they only look right once there is something underneath them. The braid panel is deeper than it first appears. Scroll it. Fur and cloak last, and only if the background is the winter one, otherwise she will look overdressed.
