Tulle is nothing but air and structure, and how much of it you use changes the character entirely.

A single layer under a hem is a suggestion. Six layers is a statement, and past a certain point it stops being a dress and becomes a sculpture the person is standing inside. This wardrobe lets you go all the way to the far end, which is fun once and instructive twice, because the point at which it tips is much earlier than most people expect.

The other half of it is what the tulle sits against. Something fitted and plain on top gives the volume somewhere to start from. Volume on volume has nowhere to go.
